Yes, Video Edit Magic does support frame level editing. You can use the Next and the Previous Frame buttons under the Preview window to navigate frame-wise.
You can also take snaps of any position on the timeline. Just position the slider at the desired location and from the Tools menu, click on Take snap (You can also use the shortcut CTRL + F2). You can specify the Dimensions, Output format and the Quality of the snap.
